How to tackle a drug addicted patient in family ?

My cousin is a drug abuse and all family members are treating him as a criminal. I feel so sorry about him. We feel helpless when he screams for its daily drug course which he was addicted to take. But in just half hour he cools down. He is ashamed to face anyone and we feel helpless to tackle him. Is there any counseling center where he can be mentally nourished and he can come easily out from his own curse?
